Formed in January 2006, WECC LLC provides turn-key services for wind projects large and small. By merging consultative, scientific, and project management expertise, we can carry wind projects successfully from start to finish – From Beginning To Wind.

Managing Partners

Brian Wiley

Brian Wiley is the Executive Managing Partner for Internal Operations at WECC LLC. In this capacity he is responsible for overseeing internal operations including production of feasibility assessments and with directing all financial and administrative tasks in addition to overseeing development and continual improvement of the financial and economic modeling capabilities of the Company.

Prior to joining WECC, Brian was the Director of Research and Analysis at Campbell Wiley Consulting Group from September, 2003 through November, 2008. While there he was responsible for developing and executing accounting and financial modeling solutions for clients in many different industries including international trade and real estate. He was also responsible for general practice administration and tax preparation.

He has experience in the following industries: Finance, Real Estate, Education, Retail and Distribution. He has specialization in Financial Modeling and Reporting and Economic Impact Assessment. Brian has deep experience analyzing renewable energy projects with respect to capital structure and financial performance.

Brian received his M.A. in Psychology from the University of North Florida in 2005 with specialization in organizational behavior. He received his M.S. in Business Management from the University of Florida in 2002 with specialization in Finance and Accounting. He graduated magna cum laude from the University of North Florida with a degree in Psychology in 2001.

Mike Steinke

Based out of our office in Enid, Oklahoma Michael Steinke is the Director of Business Development. Mike has personally acted as a wind business consultant on in excess of 100 projects ranging from 50kW ‘behind the meter’ projects to large wind farms. Mike has qualified as an expert witness in litigation involving wind farms, acted as an instructor in Wind Technology at Autry Technical Center (junior college), testified before the Oklahoma legislature on wind energy issues, made presentations before audiences at Kansas State University and other learning institutions, and routinely speaks to community groups throughout the West. Moreover, Mike has assisted the Oklahoma legislature in crafting ‘wind friendly’ legislation and is published in a variety of journals and newspapers regarding the wind industry.

Prior to joining WECC, Mike worked for a private investment group in an exclusive contract to identify sites for wind projects and developing the financial model for the same. Prior to 2004 Mike was an executive in the grocery industry as President of W.M.S. Company from 2001 through 2004; Vice President of Sales for Affiliated Foods in Tulsa; and Vice President of Sales and Marketing for S.Q.S. Food Stores (founding partner from 1979 through 2000). Mike was a board member of the Oklahoma Grocers Association and Founding President of the Arizona Grocers Next Generation Association.

Mike earned a BS degree from Arizona State University.

Wayne Hildreth

In 2006 Wayne’s interest in renewable wind energy led to his discovery of the need for ‘behind the meter’ and small distributive energy wind projects, and to reduce initial project costs. Wayne developed a step-by-step series of processes that provide clients with ‘off- ramps’ while simultaneously mitigating risk. Refinement of these steps resulted in the creation of the WECC ‘turn-key’ business model, and unique project management processes. Under Wayne’s leadership, WECC has performed over 500 wind and economic analyses and a full range of consulting services to hundreds of satisfied clients throughout the U.S., Caribbean Basin, Latin America Africa, and the Middle East. Wayne’s primary focus is with working with the public sector and private developers in perfecting their renewable energy projects.

Prior to beginning WECC, Wayne enjoyed a successful 26 year naval career as an officer in the Judge Advocate General Corps serving onboard a variety of U.S. Navy vessels and installations in positions of significant responsibility, including criminal prosecutor, staff judge advocate, and foreign claims officer. Notably Wayne conducted a comprehensive investigation into insurance industry predatory practices that negatively affected service members for over 40 years. His investigation resulted in U.S. Congress enacting protective legislation in 2004. Following his Navy career, Wayne spent 8 years in entrepreneurial pursuits, and successfully developing two companies.

Wayne earned a BA from the University of North Florida, and MBA in Technology Management from the University of Phoenix (Jacksonville Campus). He graduated from the Navy Lawyer course, Army Environmental Law course, Administrative Law for Military Installations course among many other professional courses.
